The Housing Multiplier Project works with states and localities to advance policies that solve the housing shortage faster and more cost effectively — and make housing a force multiplier for progress.
The Opportunity
We have a once-in-a-generation opportunity to bring down the cost of living and make our communities more resilient.
Through evidence-based research, we’ve identified the most impactful policies states and localities can implement to stimulate housing production at the scale and speed we need. Our findings show that when we solve the housing shortage strategically, new homes are a force multiplier – they lower housing, transportation, and energy costs; strengthen resilience and insurance markets; improve state and local fiscal health; increase grid reliability; protect open and working lands; and reduce emissions.
The systems are complex, but the solution is simple: More of the right homes, in the right places, at the lowest cost.

Our research has identified six tactics that localities and states can adopt to solve the housing shortage faster, more cost-effectively, and with greater benefits to households and communities.
They require limited public dollars and create the conditions for private and public capital to flow faster and more efficiently into homebuilding.
